Our Board of Directors and staff passionately incorporate a charter of values in our daily efforts:
To improve the living conditions of our clients by meeting their needs and expectations with regards to the provision of safe, decent and affordable housing;
To ensure community responsiveness by maintaining open and honest communication with our participants by working with them, rather than for them;
To ensure efficient delivery of housing services by providing efficient and effective administrative management; and to encourage participants, community members and all others to join in our mission to provide solutions to affordable housing needs throughout Stanislaus County;
To work cooperatively with other housing and supportive service providers, funding agencies and local municipalities to improve the delivery of services.

Carlos González
Board President
Carlos González is Director of Business Outreach for City Ministry Network in Modesto. Carlos relates “I believe I am on this earth to serve people, have been intentionally doing so since high school, and have been a licensed minister since 2006.
“My goal in life is to be a bridge between cultures, generations, ethnicities, and organizations because together we can accomplish a lot more than on our own.” Carlos has a Masters of Arts degree from Southeastern University.

Karen McLaughlin
Board Vice President
Karen McLaughlin is retired after serving as city manager for the City of Manteca. Karen joined the city in 1987 as an executive analyst and served in several management and executive positions before being named City Manager in 2011.
Karen remains active in retirement, serving on several non profit boards. Karen holds a Bachelor of Arts degree from Humboldt State University.

Erlinda Casiano
Treasurer
Erlinda Casiano is retired after serving as the Associate Director of Stanislaus County Community Services Agency (CSA) StanWORKs Division and a member of CSA’s Senior Executive Team.
Erlinda has over 20 years of extensive professional leadership and project management experience in the field of social services and 33 years of County service. Erlinda has a Bachelor of Arts degree in Business Administration from Miriam College, Philippines.

Dennis Wann
Board Member
Dennis Wann is a local product, having been raised in Oakdale and now a long time resident of Modesto. Dennis is the Business Development Manager and leads the Dry Utility Design Department for O’Dell Engineering in Modesto.
Dennis is active in industry trade groups and associations and also serves as a board member for an area nonprofit and a home building association.

Jose Borroel
Board member
Jose Borroel is a Modesto, CA native and dedicated professional with a strong background in community engagement, organizational development, and program management. Previously, he served as the Central Valley Program Manager for a California grant program focused on reducing greenhouse gases in disadvantaged communities.
A graduate of California State University Stanislaus with a degree in Psychology. Jose currently serves as the President-elect of Modesto Metro Rotary. He is a Paul Harris Fellow and recipient of the California State Senate's Recognition Award.
